Resilience can be uneven if resources flow only to the most visible or vocal. Vulnerability mapping identifies who is at risk and why — whether due to housing, income, health, or location. These maps make inequities visible and help direct support fairly. They also challenge assumptions, expose new dynamics and ensure resilience building is both intentional and fair. Resilience grows when vulnerability is mapped, acknowledged, and addressed.
