Clear communication about choices sustains legitimacy in hard times.

Resilience planning and building often involves trade-offs, about which risks are prioritised, where resources are directed. Trust is built when these choices are discussed clearly and openly with those effected. Transparency doesn’t remove difficulty, but it sustains legitimacy. People are more likely to accept tough decisions when they understand how and why they were made. Openness turns potential conflict into acceptance, even when outcomes are not ideal. Resilience grows when communities value transparency as much as action.
