Social time lags create conflict in resilience change

Change moves at different speeds in different parts of society.

Resilience work often creates tension. Some groups move quickly, making changes and trialling innovations. Others need time to process and adjust. These social time lags can cause frustration, conflict, or even resistance to change. Resilient planning must recognise different tempos. It allows fast movers to test and slow movers to integrate and consolidate the new with the old. Resilience grows when we respect the different speeds at which people, process and organisation change.
